First of all to the special investigation in the form of the city's districts and counties (cities) investigated the audit institutions audit investment overall situation, the main investigation around the investment audit in the local government investment project management responsibilities and participate in the deliberation and coordination agencies, investment audit organizational structure and personnel strength, investment project management and audit plan, audit content the association of intermediary agencies selection and distribution, project investment audit quality control measures and dispute settlement mechanism; secondly, on the basis of the investigation to select representative areas to focus on inspection, the validity of the project has been completed on the disclosure of audit documents normative, project file integrity, accuracy, engineering cost audit the problems of project management integrity, audit institutions internal quality control measures for the examination and review.
