Recently, the Natural Resources Balance Sheet of Beilun District of Ningbo City has been appraised by experts. It covers the natural resources data of the region in the past five years. It has become the first natural resources balance sheet in the coastal areas of Zhejiang Province. It has played an important exemplary role in the preparation of the natural resources balance sheet at the county and district levels. In the future, we will lay a solid foundation for the audit of leading cadres' natural resources assets.
　　The natural resources balance sheet presents the following characteristics:
　　First, the basic data is more authentic. In addition to government statistics and official research data, the project team also conducted interpretation of high-precision satellite remote sensing images of Beilun District from 2012 to 2016, which served as the basis for the preparation of the balance sheet of natural resources. Through remote sensing interpretation, each piece of land has only one actual attribute, avoiding multiple attributes of the same piece of land, and thoroughly resolving the problems of different identification methods, different basic data and huge differences in the total number of cultivated land, forest land, garden land and other areas.
　　Two, resource data is more comprehensive. In addition to the land resources, forest resources and water resources stipulated in the National Natural Resources Balance Sheet Preparing System (Guidelines), Beilun District has also highlighted the special region, explored and carried out the preparation of the marine resources balance sheet, established the technical method for the preparation of the physical quantity account of marine resources assets, and successively completed it. The inventory table and change table of sea area resources, sea water quality, coastline and coastal zone resources.
　　The three is that the value data is more detailed. Beilun District also carries out forest, wetland, urban green space and coastal ecosystem value accounting according to the United Nations Experimental Ecosystem Accounting System. Through the calculation of the value of ecosystem services, it further reflects the huge value hidden behind all kinds of resources.
　　Four, decision data is more authoritative. On the basis of compiling the balance sheet of natural resources in Beilun District, this paper focuses on the application of the balance sheet of natural resources to the management and decision-making of the government. Through a large number of data analysis and spatial comparison, the report puts forward that the output rate of land and water resources should be monitored regularly and the changes of key natural resources and ecosystems in Beilun District should be monitored regularly. Suggestions for monitoring, early warning and reporting should be carried out.
　　Through the establishment of the balance sheet of natural resources, the government not only has a clear understanding of the "bottom line" of natural resources, but also has laid a solid foundation for scientific and effective management of natural resources assets, protection of the ecological environment and carrying out the work of the retirement audit of natural resources assets of leading cadres in the future.
