Recently, the special audit investigation of the construction management of major public investment projects in Ningbo Qianwan New Area was held in the Qianwan New Area Management Committee. Zhang Liqun, Deputy Director of the Municipal Audit Bureau, Deputy Secretary of the Party Group, second-level inspector and members of the audit team, Sun Liming, deputy director of the Qianwan New Area Management Committee and deputy secretary of the Party Working Committee, Lin Liting, a researcher (former deputy director) of the Qianwan New Area Management Committee, the Development and Reform Bureau of the New Area Management Committee, the Finance Bureau, the Construction and transportation (Water Resources Bureau) and the main person in charge of Qianwan Holding and Haichuang Group Company attended the meeting.

At the meeting, the Development and Reform Bureau of the New District Management Committee, the Finance Bureau, Qianwan Holdings and Haichuang Group respectively introduced the construction management, financial security and undertaking construction tasks of major public investment projects in Qianwan New District from 2021 to 2023. The audit team read out the audit notice and audit discipline, and briefly introduced the audit implementation plan. Sun Liming, deputy director of the Qianwan New Area Management Committee and deputy secretary of the Party Working Committee, made a statement.

Finally, Zhang Liqun, deputy director of the Municipal Audit Bureau, deputy secretary of the Party Group and second-level inspector, put forward three opinions on the audit investigation: First, adhere to political guidance, improve ideological understanding, and effectively promote the smooth development of the audit investigation. Comprehensively understand the new positioning, new mission and new requirements of the audit work, firmly plan and carry out the audit in accordance with the "four sticking around" requirements proposed by the Party Central Committee, and constantly improve the standardization, science and efficiency of the construction and management of major public investment projects in Qianwan New Area. Second, deepen mutual understanding, strengthen cooperation, and constantly improve the efficiency of audit investigation and communication. Special audit investigation is a type of independent audit service that attaches equal importance to audit. It is a special investigation activity carried out by audit institutions on macroscopic, universal and policy-specific matters in accordance with audit laws and regulations and relevant state regulations. All units correctly understand, support and cooperate with the special audit investigation, timely and comprehensively provide the information required by the audit team and the necessary audit working conditions. The third is to abide by the principle of fairness, practice civilized auditing, and objectively reflect the problems found in auditing with reasonable evidence. The audit team shall consciously abide by the discipline of audit work, insist on thorough audit, and be strict in all audits, reflect the problems objectively and prudently, make targeted audit suggestions, and strictly keep the secrets of the audited units, and handle the relationship between the audit and the audited units with respect and learning attitude. The auditees and individuals shall also supervise the audit team in conducting civilized audits according to law and regulations.
