To further strengthen the investment audit work of our municipal government and enhance the efficiency of investment audit supervision. Recently, Zhang Liequn, Deputy Secretary of the Party Group, Deputy Director, and Second level Inspector of the Municipal Audit Bureau, led a team to conduct research at Ningbo Development Investment Group Co., Ltd. and Ningbo Urban Construction Investment Group Co., Ltd. The purpose of this survey is to understand the construction management and audit situation of public investment projects of state-owned enterprises at the local level in our city, and to provide strong support for the accurate implementation of government investment audit work in the future.

During the research, Deputy Director Zhang Liequn and his delegation first conducted an on-site inspection of the Yongjiang Laboratory project, gaining a detailed understanding of the project's progress, implementation status, and encountered problems. Subsequently, discussions were held with Ningbo Kaitou Group and Ningbo Chengtou Group. At the meeting, the relevant person in charge gave a detailed report on the progress, difficulties, and next steps of the construction management and audit work of the group's public investment projects.

After listening to the report, Deputy Director Zhang Liequn fully affirmed the leading role played by Ningbo Kaitou Group and Ningbo Chengtou Group in the field of public investment projects and the achievements made in internal auditing. He pointed out that auditing work is an important defense line to ensure the healthy development of state-owned enterprises, and the supervisory role of auditing should be fully utilized to ensure that all decision-making arrangements take root. In response to the difficulties and problems in the current work, Deputy Director Zhang Liequn has put forward several requirements: firstly, we need to enhance our political stance, deeply understand the importance of government investment and audit work, and effectively unify our thoughts and actions with decision-making arrangements such as expanding effective investment. Secondly, we need to strengthen internal audit work. Strictly implement the work requirements of strict review, further consolidate the "whole process" audit of construction projects, and fully leverage the role of internal audit in "preventing diseases before they occur and treating diseases already present". The third is to strengthen communication and cooperation, establish and improve the cooperation mechanism between audit institutions and internal audits of the group, actively explore innovative ways of auditing and supervising public investment projects, continuously improve the quality and level of work, and safeguard the economic and social development of our city.
