Ningbo City is located in the Jiangnan water town with dense water network and abundant water resources. Focusing on promoting the overall utilization of water resources in Ningbo, water ecological protection and water environment governance, and improving the audit and investigation objectives of the overall water environment quality in Ningbo, Ningbo Municipal Audit Bureau mainly conducted audit investigation on the implementation of eight special actions, including ecological water diversion, pollution interception and management, clean discharge, water quality monitoring and assessment, data intelligence water control, water ecological protection and restoration, comprehensive law enforcement in water-related fields, and water investment and financing reform, and conducted a comprehensive "physical examination" on the management and use of project funds, project construction progress, and water quality improvement results. The members of the audit team went to the front line, walked villages and alleyways, conducted field surveys on the construction of rural sewage in Siming Mountain, went door-to-door to check the sewage receiving situation around the reservoir and in remote villages, mastered a large number of first-hand rural sewage facilities operation and maintenance data, and provided strong support for understanding the daily management of rural domestic sewage. In the audit process, the audit team conducted a strict review of the use of special funds for water pollution prevention and control to ensure that the funds were used efficiently and in a standardized manner; Track the implementation effect of water environment treatment projects such as river dredging and sewage treatment facilities construction, and promote the implementation of high-quality projects.

At the same time, the audit team actively cooperated with the Ningbo Municipal Committee inspection team to form a supervision force, cooperated with multi-industry design institutes such as planning, survey, design and water treatment to evaluate the rationality of the planning and design of the "Yongyou Blue Water" project, and cooperated with Ningbo local CCTV inspection leading enterprises to evaluate the final effect of pipeline dredging and repair. To evaluate the implementation of "Ningbo Youbi Water" water control from a more professional and accurate perspective.

In rural areas where the foundation for water pollution control is weak and the situation is relatively complex, the audit team reviews the implementation of the construction of sewage treatment facilities by comparing construction drawings and checking household data of domestic sewage. After discovering the problem of sewage overflow to farmland caused by the disrepair of domestic sewage treatment terminal equipment in a village, the audit team immediately issued a rectification and supervision order to the territorial government, promoted the responsible unit to systematically repair the damaged facilities, and promptly eliminated the hidden dangers of the ecological environment. In addition, the direct discharge of sewage near a market in Beilun District and the discharge of sewage from a river in Cixi City have achieved good rectification results after audit.

In addition, in view of the current situation of seasonal water shortage in Ningbo, the audit team also actively promoted the construction and development of recycled water projects. Driven by the audit, the relevant departments attach great importance to the inadequate infrastructure construction of the recycled water transmission and distribution system, and actively take measures to accelerate the construction of the project. At present, a number of reclaimed water facilities and transmission and distribution system projects in Ningbo City have started construction or initiated construction bidding, and some water plants are accelerating the preliminary work.

Since the launch of the special audit survey one year ago, Ningbo Audit Bureau has improved the efficiency of fund use through audit, promoted the effective landing of governance projects, and promoted the implementation of policies to be more in place.
